Do not create duplicate CI pipelines for Renovate

Daniel Gerhardt requested to merge renovate/ci-prevent-duplicate-renovate-pipelines into master

Previously, two CI pipelines were created when a MR was created for a Renovate branch: one for the branch and one for the MR. Branch pipelines are now only created if no MR exists.
