Create base component for drag and drop and make sort lists accessible

Lukas Weingarten requested to merge 874-allow-keyboard-sort into master

Provide functionality for a11y in drag and drop lists. List items can be odered with the arrow keys.

  • Use in sort content answering
  • Use in sorting of contents in question series

Some minor adjustments were necessary to provide a good a11y.
