Merge public and moderation list and allow switching between lists

Lukas Weingarten requested to merge 750-make-moderation-more-accessible-for-room-hosts into master
  • Use tabs to select active list to display
  • Hide tabs on smaller devices and allow switching with more menu item
  • Change routes on switching
  • Refactor styling to add new bevaior for moderators on desktop devices and keep behavior for participants
  • Remove moderation function in nav bar so that its currently hidden for moderators
