Modify .gitlab-ci.yml; New auto commit commit and fix stages dependencies
- don't do build stage when no manifest was committed in upgrade stage
- use upgrade stage manifest in build stage instead of gitlab repo one to avoid sync problems
- stop using ci template for easier development
- add manifest changes info to auto commit message
