Upgraded the PALISADE doxygen file to the latest version of doxygen.
Tested the doxygen PALISADE HTML documentation generation in Linux and Windows.
For my macOS/clang configuration (Mojave macOS), doxygen 1.8.16 generates empty API documentation. Never tested doxygen generation in macOS in the past. Maybe there is a compatibility issue. This is a low priority issue, and can be examined in future versions of PALISADE.
