Bug fix: Not editing comments (issue #56)

Merbocop was not editing it's own comments on some merge requests where the comment count exceeded 100. The goal of this merge request to fix this by insuring that Merbocop searches all MR comments before posting a new one. (see issue #56 (closed)) This also adds rst and sh (py, yml, tz) comment syntax when checking TODO and FIXME comments.
