Psaxton 39 reference eligible approvers when checking approval status

Bug fix: Merbocop currently applies the approved label based on the total number of approvals and not the subset of approvals from eligible users only. This fix will reference the Gitlab project approval rules. A merge request's approvals are check against the list eligible approvers for each rule.
