Psaxton add reporting

Adds a merger request report to the full report which outlines the actions Merbocop would take. e.g. labeling and approving the MR. Generally, Merbocop checks if a label is already present or if it has already approved an MR. The report doesn't take that into account because that require user input. For example the user provides a DOC_LABEL and Merbocop checks to see if it is applied already before adding it. The report will run regardless of user input.
