Allow running the server with no XMPP setup
Of course, things that need it will not work, but for dev mode if just looking at copy pages like FAQ this could be useful.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
