Description: References to "ongoing conversations", which are no longer happening, are included in several published guidelines, including:

• Regional cuts
• Substantial Guideline
• Trivial Transformations
• Horizontal Map Layers
• Produced Work Most link to the OSM wiki.

Suggestion to change the text to reflect that the links to OSM wiki discussions are provided for historic interest and not for further discussion.

Related to the 2024-02-13 Licensing Working Group meeting and assigning to Guillaume Rischard, as requested, for him to mention the issue to the board.
