Revert or adjust latest character permission changes

All the new requirements for guild modifications, are linked to the "Allow guild creation, destruction, join or leave" checkbox in the Control Panel.
Instead I propose 2 alternatives, create a new checkbox for Guest Access permissions with all these items; or link them to the currently existing "Allow guild invite and expulsion" option.
Rationale
Giving someone the option to destroy a guild, with the same permission as to change guild emblem, or move someone from position 32 to position 12, is outrageous.
The current iteration creates more problems than it solves, imagine the following (not uncommon) scenario:
Let's say I have my own little guild, in which I have mostly characters from a few friends and my own. Before I could lend the Guild Leader to someone while partying, and quickly ask them to invite another person to prevent a level up with a 50% tax to not break party share.
Since, I have to give them permission to nuke my guild with the same permission to move characters. Now I have to ask them to log out, so I can log in, destroying the XP bonus, to be able to tax that character to prevent the level up.
And finally, when it is safe to remove the tax, I have to redo the same process and nuke the xp bonus again.
