Public Party Scene Revival
Revival of the Public Party Scene in every Timezone. Description
Have you noticed after logging into the server, that there are very few public parties happening? Ask someone that has been on the server longer and they can tell you of the Golden Age when public parties were commonplace. Three magma 2 parties, 4 stalactic golem parties, 2 in juperos, so many bio parties covering the entire map, groups had to be clever to make new party spots work. Nowadays you'll be lucky to join the sole Stalactic party that forms around the same time of day, everyday. Rationale
There are many steps that led us to where we are now:
Public Party Scene Strength boosted to 100% when trans was released.
The primary drop of public activity: Your typical ro player that primarily plays a single character has reached level 99, and he has no reason to join leveling parties anymore. He finishes out his days farming loot and zeny in high level parties that do not prioritize experience gain.
Public Party Scene Strength drops to: 80%
The secondary drop of public activity: Your typical ro player that plays multiple characters, has reached level 99 on all desired characters, and even for him, he burns out and there is no further reason for him to level. He finishes out his days farming loot and zeny in high level parties that do not prioritize experience gain.
Public Party Scene Strength drops to: 50%
The tertiary drop of public activity: Your typical ro player that either plays a single or multiple characters, has given up all hope, and abandoned his quest to reach 99, because he doesn't want to solo everything, and the number of functional parties has dropped enough to where he cannot find any parties to join.
Public Party Scene Strength drops to: 20%
The quaternary drop of public activity: Your typical ro player that has freshly joined the server. He sees rarely anyone partying, but he does not know what he should expect anyway. The grind is tough without parties, not all the fresh players survive.

A potential fix. Additional Information
The fix described below will boost/reverse all these drops of public activity.
Currently with trans in place:
-Players create a character, then level to 99. Let's call this total amount of exp required= 1.0 trans exp.
-Then rebirth the character, and as a rebirthed character, the player must earn another ~3.0 trans exp or so to reach 99. Once that character reaches 99, it is the end of the road.
The potential fix adds more road to the characters.
-Upon reaching 99/70 trans(1), the character has the option to re-trans. Once the character has retransed, he will rebirth yet again, but this time, he will need another 9.0 trans exp to reach 99 trans(2) (the exp triples every trans). Once he reaches 99 trans(2) he will receive a special lower headgear costume prize binded to that character.
-This process is then repeatable up to trans(6), where he will no longer be able to trans any further.
Now what is so special about the costume? It needs to be something that will motivate players to go down this dark path, but also cannot be anything game breaking. My initial thoughts were a costume that both adds +200 HP for every new trans level, and also looks different every trans level, so at the very last trans level, the character would receive a total bonus +1000 health that is character bound on a costume, which means it also cannot be used in woe.
The bonus and/or the exp rates can easily be changed out if it is deemed too much.
Costume Ideas:

-Super Saiyan Hairstyles I, II, III, IV and blue.
