fix(dashboard): address review feedback on Getting Started pop-up (!491)

Draft, needs more thought before merging.

  • Links now use the brand azure color instead of default blue.
  • Replace the hidden double-click-the-"o" trigger with a visible "Getting started" button next to the Home heading.
  • Render the pop-up's link list from the existing resources dashboard category instead of a separate hardcoded/find_spec-based list, so it picks up each package's real icon and stays in sync with whatever is registered there (including Juice Community) instead of duplicating it.
