feat(zest): request consent for all users for zest integration

  • Enable user consent requests for zest
  • Add documentation and notes to installation instructions
  • Configures Setup Name for devcontainer
  • Adds the "None" option for the zest_basic_consent variable in OrchestrationSettings to denote when no choice has been made
