Added test instance for halfway executed schedules

added a test instance with a halfway executed schedule to test_data to test the adaptive scheduling. Also added utility methods to increment its timestamps by the diff of now and its creation (The solver gets confused if some steps were executed weeks ago). The creation date is currently encoded in its name as its the case for all problems exported from the orchestrators export feature.
