Adds APU SA state championships 2024-01-13, VIC state championships 2024-01-13, and Lifting the Phoenix I 2024-04-21. Converted from web results. Exemption added for SA and VIC as they were run under IPF conditions not WDFPF but config is set to WDFPF from 2024 onwards. Passed checker :)
