WUAP has new rules (divisions and weight classes) so I had to split GPC-WUAP-CRO into 2 feds, which makes more sense anyway. GPC-WUAP-CRO had custom logic that included HPO (inactive) in their rankings. Now that I split it into 2 feds, both will include HPO results.

Tested locally via GUI and it seems fine.
