Fixes for errors from 'check-lifter-data'

Hi,

My last MR !8256 (merged) has failed because of two errors from 'check-lifter-data':

social-instagram.csv: Lifter does not exist in database: 'Ceyda Yildirim'.

name-corrections.dat: Lifter 'Michael DeRouen' not in database.``

I checked and found that this was broken last weekend, and it's even already deployed in production.

The first error as introduced with commit b8105c86. The second one - with b5e10b3a (see #16460).

This MR is to fix the both issues.
