Colorado state 2023 swap name order

As noticed in issue #15600 (closed), most names seem to have been entered as Lastname Firstname rather than Firstname Lastname, which would make most entries match a lifter on opl.

I have changed the name order in all cases I think it was necessary, while also adding the name disambiguation mentioned in the issue.
