WIP: mobile version of the website

Started working on mobile friendly version on the website. Please see attached video. Screen_Recording_2019-12-03_at_12.12.13 TODO:

  1. Reuse Mobile Global menu on every page.
  2. Fix language and weight type select in mobile global menu. ✅
  3. Reuse mobile controls for filters on other pages (Records ✅, Meets ✅, Meet page ✅, lifter page ✅, FAQ ✅, Data ✅, Contact page✅, Status page :white_check_mark:)
  4. Fix content width all pages except rankings
  5. Make records page tables mobile-friendly ✅
