Package: `test_consistency` polishing and unit tests
Adds unit tests for the test_consistency package and updates the existing unit test framework.
Also fixes issues discovered by the new unit tests.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
