Provide guidance on null-termination of Regular Expression subpackets

This guidance is intended to clarify and codify the existing behavior of implementations. I don't feel very strongly about the specific guidance; if someone feels that that guidance should be different, I'm open to changing this MR; but I feel that the spec should be clearer than just mentioning in passing that the regular expression is null-terminated.
