Cells - Phase 2, Decentralised Budgets

Applies changes to the handbook to implement the phase 2 of cells, ie the decentralization of budgets to the cells.

This also includes cosmetic changes to present the cell manager roles more clearly on the roles pages & split in sections that can be linked to.
