BB-1268: Add new responsibilities to epic owners and sprint managers

This PR adds the following responsibilities to epic owners and sprint managers as a follow up of the discussion in our forum post:

Epic owners:

  • Add tickets without estimates to open estimation session if applicable

Sprint managers:

  • Add epic owners as Scrum Masters to enabel them to add tickets to open estimation session
  • Ping everyone that didn't estimate before closing the estimation session
