docs: expand the firefighting manager role

Description

Add responsibility to manage the Ops Review Draft doc and the Ops Review forum thread.

The status quo is that FFs should coordinate between themselves to update the doc and post to the thread. However, this task is often neglected, perhaps due to not being a clear point of responsibility.

This hopefully will consolidate the responsibility and help ensure the docs and update threads are updated more often, so we have more visibility into incidents.
