feat: update time logging info and add tutorials

Description

• update information, emphasizing the importance of the 24h policy for worklogs
• split existing time management pages into smaller pages
• add information about time logging tools and syncing scripts
• add a detailed tutorial for syncing Toggl logs using Minutes
