refactor: Move Pooja from Falcon to Bebop
... and add cell-specific vacation rule for Falcon.
With Pooja moving to Bebop, Falcon is back to four members and therefore needs a slightly larger holiday buffer.
Lastly, Rafay left the team so remove him from Bebop.
