[BB-8270] Recruitment, newcomer and mentoring improvements

The MR improves the handbook guidelines and documentation related to recruitment process, newcomer, and mentor roles.

  • remove any references to the screening review and trial period review
  • emphasize newcomer responsibilities
  • emphasize and clarify mentoring responsibilities
  • explicitly layout the evaluation criteria in the context of a trial project
  • add a template for submitting developer and trial project reviews
