[BB-6322] Assign Community Relations roles

Tim Krones requested to merge assign-cr-roles into master
  • Officially assigns OSPR Liaison role (which had already had an owner prior to BB-6322 but we hadn't made that explicit in the handbook).
  • Assigns Community Liaison role based on outcome of forum conversation from BB-6322.
