[FAL-49/SE-248] Document distribution of backup positions for cell roles (Falcon)

  • I noticed that the list of backup positions for Falcon's cell roles was incomplete when creating role statistics for Falcon in the context of FAL-49.
  • I noticed that the checklist for Serenity's epic planning and sustainability template was missing an entry for checking number of non-billable hours logged when using it for the first time in the context of SE-248.
