Create business cell schema and name business cell.

This MR carves out the business cell, Deathstar, from the meta-cell, while retaining the meta cell membership for those who will be staying there.

Author notes and concerns:

1. We might be jumping the gun a bit including Ali and Cassie in Deathstar since they presently don't attend any meetings, but it's my understanding they're expected to do so once the workflow manager's activity picks up.
2. Maybe we should be including a tools section like the other cells? I wasn't sure since only Jira is used, and elsewhere we use a smattering of Mattermost channels rather than a central one.
3. Xavier and Braden aren't involved in the sprint meetings/planning/board for Deathstar, so I've retained the 'meta cell' structure for them.
