[FAL-1768] Cell sprint manager should check community relations

This merge request is about adding a task for the cell sprint manager.

The cell sprint manager should check that firefighters are doing their part of work about the community relations.

Bebop (Giovanni) is already doing that but this is not explicitly written in our handbook.
