[SE-3836] Add new duties for sustainability managers

Add the 3 new duties mentioned in SE-3836.

The implementation of the approach is left open to each person. In the future we may want to explain how to set budgets per cell (this is under discussion), or to provide links to the best JIRA or Sprints reports that predict next sprint's sustainability.

In addition I have added the „review next sprint“ step to our sprint checklist template (the spreadsheet will last 1 more sprint since we're moving to a new workflow), you can review it there.

To review here: the grammar, and that the new duties aren't too strict, and that they will be useful, and that they're described in the right place.
