Cross-cell newcomer reviews

Xavier Antoviaque requested to merge reviews-cross-cell into master

Changes to apply the cross-cell newcomer reviews, if the current tests prove conclusive.

Other related changes included:

  • Reworked the description of the cell recruitment manager role, to make it more descriptive, and include the current set of responsibilities.
  • Added checking for upcoming developer reviews to the pre-vacation checklist, to make sure everyone in a cell actually reviews each newcomer - we need full unanimity.
