Replace the broken devstack installation link
The current devstack installation link is broken. This PR replaces the broken link with the desired, working one.

Testing instructions:
- Go to "Course > Task-specific information > Open edX devstack > Setting up a Docker devstack"
- Click the link shown in the 6. list item (Follow the instructions on Installing Devstack of EdX documentation.)
