SE-2547 Onboarding epic management and budget

Updates the onboarding course to provide more details about the onboarding epic ownership expectations and budget management.

Moves the onboarding epic management section into week 1, in case the newcomer starts at the end of the current sprint (so that follow-up tasks can be created in time for the next sprint).

Also makes minor updates to the First sprint > Logging time unit, and units affected by the additional onboarding epic information.

• Week 1: Getting started > JIRA > Task tracker.
• Week 1: Getting started > First sprint > Logging time
• Week 1: Getting started > Time Management > Onboarding epic management
• Week 2 > Onboarding & Evaluation Process > Newcomer role
• Confirmed core team member > First steps as a core team member >Get familiar with epics

Read through the updated units for clarity, accuracy, and formatting.
