chore: added default video settings so that they work everywhere
Description
Adds the default video settings to override the hardcoded ones from tutor. The changes match the defaults in Ocim.

Steps to test the changes:
The changes have been deployed to https://nutmegtwo.staging.dev.grove-aws.opencraft.hosting. Check that videos and transcripts are working (I'm not entirely sure how, besides viewing a video in the demo course?)
