chore: disable estimation session automation in config

Description

We're no longer wanting the estimation sessions, and no longer want the automation around them because this will just add noise.

So we'll soft-remove them here by commenting out the task config. Not completely removing the code because others may be using it, and we may wish to re-instate it at some point.

Dependencies

• Blocked on failing CI; see BB-10615 (private ref) for status of getting it fixed.
