fix: create new sprints before completing the current one [BB-7135]

Piotr Surowiec requested to merge agrendalath/bb-7135-create_more_sprints_upfront into master

This fixes #61 (closed) by creating more sprints at the beginning of the complete_sprint_task.

Testing instructions

  1. Testing this is very hacky, so I ran the first part of the sprint completion pipeline locally. You can see that Bebop, Serenity, and Falcon have their sprints created up to sprint 304.
