[BB-6571] Make sustainability targets configurable at cell and company level

Resolves #56 (closed).

Testing instructions

  1. Checkout to the MR branch
  2. Apply DB migrations
  3. Go to Admin and verify that the Sustainability > Cells and Sustainability > Companys has the "Sustainability Target" fields are present to configure cell specific and company specific targets
  4. After setting different values, load the frontend and verify that the targets are changed in the different Dashboards.
