chore: update tooling and dependencies

Description

This MR updates the tooling and all the dependencies of Grove, but the eks terraform module.

The version definitions are not unified by this MR and that's out of scope for now.

Supporting information

This MR is a pre-release MR to update all dependencies and the tooling.

Testing instructions

Steps to test the changes:

1. Open https://waf.punchbag.aws.opencraft.hosting/
2. Register on the site

The infrastructure was created from the ground up, so there is no need to take time on that.
