[BB-4882] AWS RDS MySQL & director instance

Description

This MR turns off Tutor manages MySQL instance and uses AWS RDS MySQL instead. By doing this, we are able to use a shared MySQL instance for all Tutor instances.

This MR also includes a bastion host, which can be used to log in and access different resources under AWS VPC.
