Discovery on how to go about implementing Ocim v3.

Note that I've excluded discussion on PR watching and Usage reports as there are already tickets scheduled or completed for these.

Testing instructions

• Check out code locally
• Run mkdocs serve
• Visit http://localhost:8000/discoveries/0010-ocim-v3/
• Read docs and suggest suggestions
