This MR bumps the provider, tooling, and dependency versions to the latest.

The above-mentioned resources were outdated so it is worth a bump.

1. Check that https://nutmegtest.staging.do.opencraft.hosting/ is up and running (the cluster and infrastructure was provisioned using the current branch)
