fix: use newer forum base image
The base docker image of tutor-forum plugin uses a deprecated Debian image. This fix updates the Debian image to a newer one.

The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
