feat: allow grove instances to be deployed regardless of USE_GROVE
Description
Adds functionality to convert OpenEdxInstance
's to GroveInstance
's at the user's instruction. This will allow deploying both OpenStack and Grove instance's in the same install.

Testing instructions
Steps to test the changes:
- Log onto the Ocim staging.
- Create a new sandbox.
from instance.factories import instance_factory
instance = instance_factory(name="grove-deployment-test", sub_domain="grove-deployment-test")
- Convert it to a Grove instance by clicking the "Convert to Grove Instance" button.
- (Optional) Trigger the deployment.
- In the Django admin edit the Instance and select "Keith Grove AWS" as the repository
- Click the "Trigger New Deployment" button
- Your new deployment pipeline will appear at https://gitlab.com/opencraft/devstacks/keith/grove-aws/-/pipelines
