Rename logistration-action-btn to logistration-btn as console expects all identifiers to be deterministic.

Testing instructions:

Setup OCIM with this branch of edx-simple-theme.
Make changes to logistration button via console, verify the UI on the deployed appserver. (Verified on stage - Instance 5290)
