[SE-4083] Add requirements and mention the wishlist

Daniel Clemente Laboreo requested to merge clemente/se4083-requirements into master

I went through the wishlist and converted the ideas there into a list of requirements and a list of tasks needed to cover them. The requirements are grouped by topic, but it shouldn't be seen as a schedule, since the schedule will be decided sprint by sprint.

The estimates (monthly estimate, deadline) will be refined in #3 (closed)
