Add hdl-assemblies to a list of asset types that can have there path found from a project

What this MR does / why we need it:

There is a list of permitted nouns for running ocpidev build directly within a project directory (or when pointing to a project with -d). This MR adds hdl-assemblies to that list, allowing the command ocpidev build hdl assemblies to build from a project.

Steps to complete before submitting MR:
