Resolve "install-opencpi script fails on new system trying to find xilinx tools"

What this MR does / why we need it:

fir_real_sse_for_xilinx runs TCL script generation when building for rcc-platforms. This fixes the Makefile logic to only run TCL script for zynq and xsim targets.
